Bush also revealed that "Leaders in Congress have been briefed more than a dozen times on this authorization and the activities conducted under it". The real scandal is that NYT deliberately decided to harm national security, publishing a 12-months-old "scoop" to try to downplay the impact of free elections in Iraq. UPDATE.
